BGS Rule Changes and Optional Hourly Energy Pricing

A recent decision by the New Jersey Board of Public Utilities (BPU) revises New Jersey’s Basic Generation Service (BGS) configuration for the year beginning June 1, 2004. Among the highlights:

All business customers in the state with a Peak Load Share (PLS) of 1500 kW or more will be subject to a Commercial/Industrial Energy Pricing (CIEP) tariff for their particular rate, regardless if they are primary or secondary. Energy charges for this group of customers will vary every hour of every day, based on the wholesale prices in PJM’s real-time market plus a $.005 (half-cent) per kWh retail margin.

All business customers with a PLS greater than 750 kW (but less than 1500 kW) will be charged the $.005 retail margin on top of their Fixed Price (FP) energy charges.

Optional Hourly Energy Pricing - all New Jersey business customers will be allowed to choose the CIEP hourly-priced option for the year beginning June 1, 2004. Any account so opting will also pay the $.005 per kWh retail margin, and must remain on hourly energy pricing for the entire year unless they choose a competitive supplier. These accounts will also be required to have an interval meter, something that may have to be installed. Business customers that wish to choose the Optional Hourly Energy Pricing option must do so by contacting their respective utilities (Conectiv, JCP&L, Orange & Rockland (ConEd) or PSEG,) prior to January 5th, 2004. Bear in mind that:

Energy charges for the fixed price alternative will not be set until the results of February’s BGS auction are approved, so accurate comparisons to this alternative will be unavailable until that time.
2) 
Though spot markets frequently yield lower prices compared with fixed price contracts, they can also be extremely volatile. Thus, any estimate of forward market prices and potential savings will be just that.
