Fall Market Roundup - Hunting for Hot Spots

Though no huge new markets are expected to open up for retail electricity in what remains of 2004, and gas prices have reached record highs (temporarily, we hope), there are still a number of potential hotspots for electric savings in the waning months of the year. A partial rundown of these follows.
* 
Duquesne in PA - Duquesne is slated to begin POLR III in January. Current rules call for fixed credits amounting to an 11.5% rate increase for GS/GM accounts. Larger customers will have credits based on a competitive auction to be run this October plus adders of between 1.7 and 4.89 mills. One ruling looks firm, however. The PA PUC disallowed one-year minimum stay requirements for returning customers going forward.

Cinergy in Ohio - A ruling by the Ohio PUC in late September has raised the percentage of Commercial and Industrial customers that will qualify for enhanced shopping credits (due to the elimination of the new Rate Stabilization Charge) from 25% to 50%. In addition, an automatic increase in the AAC (annually adjusted component including costs associated with homeland security, taxes, and environmental compliance and emission allowances) was denied in favor of an annual review by the regulatory board. A drop in near-month gas prices could again provide the possibility for savings for commercial customers from tariff rates for contracts that extend into 2005. Customers doing this will retain their current shopping credit. If markets come off further in the interim, end-users may be able to shop and obtain a contract for the balance of 2005.
* 
Portland General in Oregon - This is in effect a one-week land rush. On November 17th, the utility's standard cost-of-service prices come out and a 5-working-day shopping period begins. No switching is allowed after that for another year. Most commercial customers will qualify for a $5.00/MWh switching credit.
* 
Pepco in Washington, DC - Auction results will set prices beginning in January. First round bids were due in on 9/27 and prices out on 11/29. Adders of 6.5 mills for large customers and 5.5 mills for smaller customers will be added to the auction prices.
* 
Allegheny (Potomac Edison) Maryland - Allegheny is the last major utility in Maryland to begin their market-based Standard Offer Service. Generation rates for end-users will rise approximately 70% for Type III customers (>600 kW) and 55% or so for Type II beginning on January 1st, 2005. Competitive suppliers may be able to beat the rates provided natural gas markets come down off their current highs.
